 Like a lot of the aspects of "play" , we find it SOMETIMES arousing. Once again, like a physical meeting, it depends on the mood, the circumstances, the level of our Lust, and the other person involved. Since we don't actually have a "need" for it, and therefore don't knowingly go looking for it, it just comes as a pleasantly erotic surprise.
