Mask Requirements - Is it really about health and safety?

Now a lot of major retain chains are requiring that customers wear masks. Is this truly about health and safety or is it about compliance? I'll just put in a few points here about this whole thing.
1) If it is about health, why not make them mandatory back in March or April? Target announced that they will be requiring customers to wear masks starting Aug. 1st. Why the 2 week wait? Other major retailers have announced and started it along with others going to start within a couple of days. Now on another site there were folks who said that the 2 weeks was to get the supplies and get the employees used to the idea. Does that mean that the employees of places like Target aren't as smart as employees of other major retailers?

2) Do the masks really work? Now if they are going to require everyone to wear a N95 mask then I know they work but what about other masks. Recent studies have shown that the masks that you buy in the retail outlets aren't that effective. And the cloth masks, bandannas and shirts people pull up to act like a mask are pretty much worthless. So are they going to be handing out N95 masks to customers?

3) No where in any of the mask requirements does it say what type of material the mask must be made of. So does a mask made from lace count? If someone were allowed to shop or work in these establishments with a lace mask, does that mean it really isn't about health but about compliance?

4) This last point is going off the rails but I found it interesting nonetheless. Studies have shown that blood type may even play a role in who gets and how severe the symptoms are from COVID-19. Recent studies show that folks with O-type blood are in the minority for getting infected and the symptoms are milder. So does that mean if you carry around a blood donor card with your blood type on it, do you get to be excluded from wearing a mask as an O-type blood person? I'm A+ so that leaves me out.

Tell me what you think.

Sorry to hear about your son in law. I also had a relative that contracted COVID-19 along with his girlfriend. They both were working at the same place and were wearing masks but both still got it.
