"Dater Safety Arrangement"

Has anyone run into this: You are talking to a prospective hookup when she sends you a request to sign up on some "dater safety" site before she will meet with you. She claims she almost died from an encounter before and now uses a site the supposedly tracks who she is with and when in case something bad happens. The site is asking you for a credit card for "Verification" and she claims you will not be charged if you "click skip payment". I have been very leery of giving any of my personal information or credit card to any sites on the Internet. As far as I can find on Google, these sites are scams. What do you think? Have any of you actually met someone using these sites?
